Abstract

Employee creativity is important for organizational development, including within the public sector, particularly in today’s dynamic, complex, and continuously evolving global environment. In the public sector, creativity is closely associated with improving service performance, as most practices are highly dependent on established policies and regulations. However, there is still limited understanding due to the lack of resources and studies related to employee creativity in the public sector. Therefore, a quantitative study, specifically using a descriptive-correlational design, was conducted among 135 Management and Professional Officers ranging from Grade 9 to Grade 14 at the Public Service Department (JPA), Putrajaya. The study employed the Self-Determination Theory (SDT) and Thomas-Killman Conflict Mode Theory to examine the relationship between job autonomy, organizational culture, knowledge sharing, and employee creativity. The findings revealed that only knowledge sharing significantly contributed to employee creativity (β = 0.579, t = 7.429, sig-t = 0.000). The implications of the study and recommendations for future research are also discussed.
